From what I've seen, the better opening is the Stella Montis Lobby, especially Level 3, where the circular sofas can hide the item in plain sight. Keep your inventory ready for quest loot, and check the latest ARC Raiders Items listings before you commit to a long search, since location advice can shift as players learn more about the current loot pool.
Start With the Lobby, Not the Workshop
Enter Stella Montis and push toward the upper lobby section. Search every circular sofa, the floor beside each seat, and the nearby furniture before opening random containers. The Flow Controller is small enough to disappear against indoor scenery, so a fast crosshair sweep isn't always enough. Stop, adjust your view, and inspect low surfaces from two angles.
After the seating area, move toward the Security Checkpoint. Check containers, corners, and nearby shelves, then listen for movement before lingering. The lobby is a popular objective route, which means another raider may reach it first and strip the obvious loot. An empty room isn't proof that your route failed; it may simply be late to the party.
The Search Order I Actually Use
Don't turn this into a full-map grind. A short loop gives you better odds while keeping your exposure under control.
Reach the Level 3 lobby and inspect every circular sofa.
Search the floor, furniture, and containers near Security Checkpoint.
Move to Assembly Workshops and check the upstairs section.
Finish at Medical Research if the area remains safe.
Extract after securing the Flow Controller instead of chasing extra loot.
This route also fits the Snap and Salvage quest nicely. You can combine the lobby search with the rover photograph in Sandbox and the document objective near Security Checkpoint, rather than spending separate raids on each task. That saves time, but don't force the whole checklist after finding the controller. Quest progress means nothing if you lose the item before extraction.
Lobby, Assembly, or Medical Research?
These locations serve different purposes in a practical run. The lobby is the best first check based on current player reports, while the other two are fallback searches. I could be wrong but, from the routes I've tested and seen discussed, Assembly becomes especially valuable when players only search its lower rooms and skip the upper floor.

Small Mistakes That Cost the Run
The biggest error is searching only large containers. Furniture, low surfaces, and awkward corners deserve the same attention, especially in the lobby. Another mistake is carrying a packed loadout with no room for quest objects. Leave space for the Flow Controller, Magnetron, documents, and anything needed for Snap and Salvage before dropping in.
Night Raids add pressure rather than a reliable answer. Reduced visibility makes the sofas and checkpoint harder to read, and indoor encounters become tougher to judge. Use a normal raid to learn the route, then try a Night Raid when you already know the exits and can keep the search compact.
Extraction Is Part of the Search
Once the Flow Controller is in your pack, stop treating the raid like a loot tour. Pick the safer exit, avoid needless fights, and don't detour for a tempting crate unless your route is already secure. Another raider might leave one behind or hand it over, but that shortcut still demands careful communication and a clean extraction.
